HBU to IBU conversion clarification

In Papazian's 3rd edition of "The Complete Joy of Homebrewing" his recipes are in HBUs. If I understand correctly, you just take the HBU number and divide by AA%. Is this correct? Making his Good Life Pale Ale on pages 294-296.

My Fuggles are 4.2% AA. The HBUs called for in the recipe are 8. That is 1.90. Would it be that noticeable if I just used 2 oz for five gallons? I don't believe so, but I am only on my 8th batch. First was a Mr. Beer, the rest AG via BIAB.

I would round up to 2 oz.
What's the point in saving .1 oz of hops.
I round odd ball recipe weights all the time.
 
I was going to. Just making sure my math is correct. I mean I'm checking that the formula to convert is correct.
