Hazy IPA recipe I am brewing today, thoughts?

That looks like a West coast IPA with a lot of oats in it to me.
Edit. Sorry, just woke up. I now see the 20min addition is 20m whirlpool.
 
Not so sure the warrior is needed
Or a full # of lactose, but that is personal taste I guess. You'll be getting tons of dextrins from the oats as is. If you want added mouth feel, add some dextrin malt or malodextrin instead.
Do you have any more citra you could drop in at 15-5 minutes? If you do, you could gain some ibus from that, and more flavor and ditch the warrior. By dropping the warrior, you could cut 10-15 minutes off of your boil, if you desired to do so. Nothing wrong with a 30-45 minutes boil I'd you aren't using pilsner.

Thanks! I could drop an ounce off Citra off the dry hop and whirlpool and add it with 15 mins - 5 mins. If I do that should I just do the boil without any hops in it until I get down to that time?
 
There's no hard rule on bittering additions. That's up to you. Neipas typically get most, if not all of their IBUs from flavor additions, but that does vary from brewer to brewer.
I wouldn't want half of my IBUs coming from a bittering addition.
Check your IBUs if you remove the warrior, then add back a .5 oz or .25 oz. And see where that lands you.
What you have will make a tasty, but sweet, beer. You really need more hops late in the boil to be true to style, and gain the needed IBUs and additional flavor. Iwouldn't move hops away from the dryhop unless you could replace them. If you could get another 4 oz citra later this week, then go for it.
An oz of citra at 15, 10 and 2 oz at 5 would add a ton more flavor.
Again, consider cutting back the lactose, or dropping it. I would be willing to bet your FG will be higher than 1.019, unless you are mashing really low. If that's the case, mash higher and cut lactose. You want dextrins for mouth feel, not sweetness as you don't have the IBUs of a West coast IPA to balance the sweetness.
I'm sure some more experienced neipa brewers will step in here soon and comment.

But I would say you definitely need to find room for more late hops.
If you plan to brew more neipas, look into buying hops by the #. I know buying citra by the oz is painful. Hopsdirect had a great sale going a week or two ago. Also, Yakimavalleyhops.com tends to have good prices as well They always have a killer sale around Black Friday. I'm talking $5/pound killer!
AIH puts pounds of citra on sale for $15-20 periodically as well.
All great vendors. If you go hopsdirect, and the shipping seems high, email them and they will give you a better quote. My actual shipping was half of what the website said. Got 1# mosaic and 2# Amarillo for $40 shipped. That's 1/3 of paying 2.50/ounce...

One last thing, 5.5g in the fermentor will not end with 5g of beer with an 8oz dryhop. Gonna want closer to 6g if it will fit. Unless you are a master at whirlpooling and can keep the trub out, and even then it will be tough. You could cold crash and get closer, but you really don't want the added O2 exposure, if you can help it. There's several ways to avoid that shown here on the forums. Anything from balloons to low psi co2. Depends on your setup.

What I would do is change the 1 oz warrior at 60 and do either 1 oz or 1/2 oz warrior at 30- depending on our tastes. I'd drop the lactose unless u are trying to make one of those milkshake beers; I would drop the 15 min cascade and drop the oats to 2 lbs; I do a 2 stage oat addition. 1 lb in mash run and 1 lb in a bag in the boil. I'd drop the crystal completely no need for it, if it are looking for color take a handful of black patent and toss it in the mash tun. Only need a small small bit to give you great color without any flavor. IMO is that cascade is not really used in this style. This is about newer trendy hops. Mosaic citra galaxy Ella Vic secret simcoe etc. they are basically flavor and aroma delivery devices with mouthfeel coming from wheat or oats. And never whirlpool for less than 45 mins. Start at 180 and let it go for 45-60 or you really aren't maximizing the benefit of whirlpooling

No need for wheat flour for any IPA- it has a place in sour beers but not in any style IPA. That's a super lazy way of trying to create haze and the (false) perception of "juicy".
