There's no hard rule on bittering additions. That's up to you. Neipas typically get most, if not all of their IBUs from flavor additions, but that does vary from brewer to brewer.
I wouldn't want half of my IBUs coming from a bittering addition.
Check your IBUs if you remove the warrior, then add back a .5 oz or .25 oz. And see where that lands you.
What you have will make a tasty, but sweet, beer. You really need more hops late in the boil to be true to style, and gain the needed IBUs and additional flavor. Iwouldn't move hops away from the dryhop unless you could replace them. If you could get another 4 oz citra later this week, then go for it.
An oz of citra at 15, 10 and 2 oz at 5 would add a ton more flavor.
Again, consider cutting back the lactose, or dropping it. I would be willing to bet your FG will be higher than 1.019, unless you are mashing really low. If that's the case, mash higher and cut lactose. You want dextrins for mouth feel, not sweetness as you don't have the IBUs of a West coast IPA to balance the sweetness.

But I would say you definitely need to find room for more late hops.
If you plan to brew more neipas, look into buying hops by the #. I know buying citra by the oz is painful. Hopsdirect had a great sale going a week or two ago. Also, Yakimavalleyhops.com tends to have good prices as well They always have a killer sale around Black Friday. I'm talking $5/pound killer!
AIH puts pounds of citra on sale for $15-20 periodically as well.
