I coulda sworn half barrels were 15 gallons....is it possible for it to only be 13?

I'm pretty sure i was only able to squeeze 13gallons of beer into my convetred keggle (had to leave 1g behind)

Of course this was the maiden voyage and the brew day from hell

American kegs are 15.5 gallons.

Many European kegs are 50 liters or a little over 13 gallons. A few half barrels in the UK, where Imperial gallons are used only equate to 11 gallons.

Methinks you has a metric keg bro.

I have three American half kegs, all 15.5 gallons to start. Cut the tops off and marked my sight glass up to 14 gallons with atleast another gallon before it will overflow.

I've collected up to 14.5 gals pre-boil in my 1/2bbl keggle and used a bunch of Fermcap drops to keep it from boiling over, it fit but was within 1" of overflowing. If you're only getting 13 gals in yours, it's definitely a metric keg.
