I jammed 4oz of hops into the small mouth of my 6 gallon carboy all inside a grain steeping bag. I always just drop the pellets into the fermenter but I decided to contain them this time.....

am I going to be able to get that bag out of that carboy?
 
You may need to hook the bottom of the bag and pull it out upside down after harvesting the yeast. Pouring the yeast out may be a little tricky. Most likely will take the help of a second person.

It will be wait and see though. Pellet residue may squeeze out through the sides of the bag as you, slowly, draw it out.
 
Once you've bottled or kegged the beer out yes, you can get the bag out. It will likely take a pair of needle nose pliers unless you left a nice long tail after the knot. Then it will depend how full the bag is, you might need to untie the knot and then pull the bottom instead so the hops empty out as you remove the bag. I found it wasn't worth the hassle and just dump my dry hops in without a bag.
