Flame out hops?

Hey, my next batch calls for hops at flame out. I assume that this means that I put the hops in right when I take it off the heat, so just before the cooldown, correct? Also, do I need to do anything to sanitize the hops? I don't even know how I'd do that, but isn't there a risk of bacteria otherwise?
 
As far as everything I have read, hops are a natural preservative for beer so there is not much risk of contamination by adding hops just like in dry hopping.

That said, I'm not very experienced yet, i'm sure one of the more experienced guys will chime in and either confirm this or tell me STFU NOOB lol.

ETA, wow, as i was typing this the more experienced guys showed up and agreed before I hit post, lol.
