I wanted to get a hint rye in a Honey Pils (5# Pils DME & 1#Honey) and steeped some flaked rye I had sitting around for about 20 mins. Do you think this would add any flavor (not sugars) to an extract recipe?

It will add a little flavor (tip: toast it in the oven at 350F for a ten minutes or so, until you see a noticeable color change). The issue is that you will be adding starch to your wort. Starch+boiling water = gravy. So your beer will likely have a permanent haze. This is the main reason we recommend mashing flaked grains.
