Dry hopping with pellets

Did a AG Chinook IPA about 3 weeks ago. Recipe called to dry hop 1 oz of chinook for 1 week before bottling/kegging. I added the pellet hops to my secondary today without a hop bag or muslin bag. The hops just seem to me in a foam state floating on top of the beer. Is this ok?

When I dry hop in the fermenter, I just throw them in. When I dry hop in the keg, I use a bag

They'll eventually sink. No biggie. Sounds good!
