dry hop in primary then move to secondary w/o hops?

I have been having some minor issues with hop particles in my beer. I am thinking about dry hopping in a bag in primary once most of fermentation is complete, then after about 7 days racking to secondary and leaving it in secondary for another week without the dry hops then racking to a bottling bucket. I'm wondering if moving to a conditioning (secondary) vessel after dry hopping is done is going to make me lose some of the freshness of the dry hopping.
 
I could cold crash but I bottle. I'm worried about not being able to carb effectively if I cold crash.
