dry hop before or after racking into secondary?

not clear when the best time to dry hope is. Before you rzack to the seconadry so the hops swirl around in the wort or after the beer is in the secondary?

I dry hop in the primary (but never use a secondary unless lagering)...If you use a secondary, dry hop for the last 10-14 days in the secondary before kegging/bottling.

I put them in the sanitized carboy before racking but sometimes I forget and throw them in after racking....don't think it really matters either way but I try to do it before.
