This leaf is far too gone to determine the exact cause, do you have pictures of newer leaves?

How old is the plant and when did you begin to notice symptoms?

Powdery/downy mildew will start with yellow spots on the top of the leaf. The real evidence is on the underside of the leaf. White powdery dots will begin forming and eventually cover the entire underside of the leaf.

My grapes have downy mildew again this year.
edit:
This is an oops. My grapes have downy mildew. Some powdery mildew is showing on the peas. In the early stages it is like white dust spreading over the leaf surface.

What's your reason for spraying neem oil? I would discontinue using it and see if that helps.

Keeps the Spider Mites and the vermin that bore the small round tunnels thru my hop cones at bay

@anicola Yes, downy mildew. If you want to, you can place suspect leaves into a plastic sandwich bag on top of a folded paper towel that has been moistened (not soggy), then place it in a drawer or cabinet (dark) for a day. Voila! You should be able to see dark fuzzy masses beginning to form (leave for an additional day if you are unsure).
