Pellets, no. Plugs and whole hops, yes. Yet, I still consider myself a newb, so any experts correct me if I'm wrong. I just brewed my first batch of beer with a 0.5 oz plug and couldn't believe the amount of expansion that bastard had in the bag. Looked like I had a half pound of grain in there.
 
I don't even use a grain bag with my whole hops. I strain them out as best I can when I pour into the ale pail, and any left over will settle out so you can siphon off the beer for secondary or to bottle bucket.

As for pellet hops they will mainly dissolve and can pass through a bag, so again, just let 'em settle out and siphon off the top of the trub.
 
You don't NEED to use one. It just helps with a cleaner wort. But really it'll settle out in primary so if you're cautious enough racking it won't matter either way.
