Keg cowboy doesn't even seem to offer a three dial dual regulator (two dials for keg pressure, one dial for tank pressure). Is ok to run a two dial regulator for two kegs? (each keg has the same pressure)

I've never kegged before, and it seems like it would be easier to pump 30 pounds to one tank and not the other if you have separate dials for each keg.
 
Yes, you don't need a separate gauge for each keg unless you want to serve at different pressures. You can always get a tee or manifold for the gas line so that you can serve multiple kegs from the same line.
