I have a few ounces of Northern Brewer Hop pellets that I bought last November and used some of them in a brew. They have been refrigerated for part of that time, but for a while they have also not been refrigerated in any way. Should I still use them for brewing, or should I get more hops? Is there any way I could tell if they are still god or not?

November 08? They should be alright...storing them at room temp is not ideal, but I'd certainly use them. They aren't going to spoil or decay, but the flavor and aroma will fade somewhat. For bittering hops I think they'll work fine, you may want something fresher for flavor and aroma additions.
