I have BeerSmith v1.3 and it doesn't have rice syrup solids, just rice syrup. Is there a conversion factor so I know how much powder to use according to my beersmith recipe or will I just have to guess? I know with DME to LME, you add 20% but I have no idea for this.

I too have a recipe that calls for rice syrup but could only find rice syrup solids. I swung by my local brew shop and asked them and they recommended using about 25% less of the syrup solids.

Between that recommendation and going from LME to DME you would use 20% less it sounds good to me.
