Cones falling off

Noticed each of the last two days that I have had cones falling off my plants. Bout 6-10 each of the last two days. Is this normal, and the cones are ready to be picked? Judging from the ones that have fallen off they don't seem ready. The ones that have fallen have been on the smaller side, they definitely have lupulin in them but not as much as I recall from whole leaf I've bought, they don't have much smell to them, and the tips have started to brown at all.
 
depress the cone in your fingers- when ready they should feel papery and "bounce back" without staying depressed from where you pushed in. Also you can cross section one with a sharp knife and the luplin glands should be a darker yellow like golden rod.
