Cold Basement lager.

My basement has been 38 degrees for 3 months now, and I expect the same for 3 more. Is this too cold to do an extract / Steeped grain Lager? Is this enough time? I would like recipe recommendations too....if this is at all do-able.
 
Well, that is perfect for lagering temperatures. But you ferment at 50-ish degrees. So, you'd need a way to ferment at 50 or so for about 3 weeks before beginning the lagering process. Your basement would be too cold for that.
