CO2 regulator issues

So the co2 regulator I have is obviously a piece of junk but my low pressure gage is not working at all. Turned the adjustment all the way down and the needle is maxed out, even when the air is off. Any ideas? I've tried taking it apart but it doesn't seem to want to come apart without a little force (which I don't want to try yet.

When you release the pressure in the keg, or in the pressure relief valve of the regulator, does it return to 0?
