I want to make a citrus bomb of an IPA. Here's what I worked up as a recipe just wondering what you all think.

5 gallon batch
6.3 degrees L
75% efficiency
OG 1.082
FG 1.019
8.4% ABV
98 IBU

Grain Bill

13 lbs 2 row base
1lb Crystal 20
1 lb Carapils

Hops
------------
.5oz Galena (17 IBU, 12.8%a, pellet) First Wort Hop
.5oz Cascade (7 IBU, 5%a, pellet) 60 min
.5oz Summit (17IBU, 15.5%a, pellet) 30 min
.5oz Cascade (4 IBU, 5%a, pellet) 20 min
1oz Centennial (21 IBU, 11.4%a, pellet) 20 min
1oz Citra (20 IBU, 11.4%a, pellet) 20 min
.5oz Summit (6 IBU, 15.5%a, pellet) 7 min
.5oz Warrior (6 IBU, 16%a, pellet) 7 min
1oz Summit (17IBU, 15.5%a, pellet) Dry hop for 3 days

Yeast

Safale US-05

Misc
-----------
1 tbsp Irish moss 15 min
I also have Lemon peel and sweet orange peel but don't know if I should use them and if so how much and when.

I'm looking for a citrus/tropical fruit/grapefruit IPA. I went to the LHBS already and the only leftover hops I have are Summit, Warrior, Galena, and Progress. I still have a ton of 2 row base if you think I should up the malt but I'm really looking for something where the hops are center stage. Any tips and changes would be appreciated.
 
throw the citrus in in the last 15 mins of the boil. use the citra as close to the end as poss. i like to dry hop with it. this beer will be good but a little bitter for me. cheers
 
I would do this and mash at about 150-152 F:

Grain Bill

11 lbs 2 row base
3/4 lb Sugar
1/2 lb Crystal 20
1/2 lb Carapils

Hops
------------
.5 oz Warrior 60 min
.5 oz Galena 30 min
.5 oz Summit 15 min
1 oz Cascade 15 min
1.5 oz Centennial 7 min
1 oz Citra 0 min
1 oz Summit 0 min
1 oz Summit Dry hop for 7 days
...Add another 2.5 oz. assorted hops for Dry hop as well

Yeast
-----------
WLP001 Starter

Don't add lemon peel or sweet orange peel if you want the hops to be center stage. You'll have quite the citrusy beer if you follow the above. If you want it to be more tropical, then move the flameout Citra to the dryhop.

You should have a very citrusy and aromatic 7.7% abv or higher DIPA with that recipe.
