Christmas Ale fermentation stuck twice!

Hi!
I brewed a 3.25 gal. batch of Xmas Ale.
My O.G. was 1.089 & after 3 weeks my F.G. was stuck @ 1.049.
I tried stirring things up & had no change in a week so I made up another starter & pitched. My gravity went down to 1.039 & stayed once again for the past week & a half.
Do you think this beer is just finished or do I need to wait it out longer?
The beer tastes real good, but I'm afraid to bottle.

I mashed @ 156 degrees for one hour, fly sparged & had a pre boil of 1.070

FERMENTABLES
7.37 lb American - Pale 2-Row
9.82 oz American - White Wheat
9.82 oz American - Caramel / Crystal 40
2.45 oz American - Special Roast
1.23 oz American - Roasted Barley
9.82 oz American - Pale 2-Row

HOPS
1.23 oz Domestic Hallertau Pellet 3.9 Boil 60 min
0.3 oz Cascade Pellet 7 Boil 10 min
0.3 oz Cascade Pellet 7 Boil 5 min

OTHER INGREDIENTS
2.25 each Cinnamon Sticks Spice Primary 0 min
1.13 oz Ginger Root (fresh) Spice Primary 0 min
0.56 tsp Irish Moss Fining Boil 15 min

YEAST
White Labs - London Ale Yeast WLP013
 
First, I'd toss in some amylase to take care of any remaining starches, if any. If that doesn't work, pitch an active starter of WLP099. You could also try CBC-1 dry yeast, but it's not quite as reliable as WLP 099. If that doesn't work, use UltraFerm. And keep the whole thing nice and warm no matter what you try. Upper 70s is perfectly ok for fixing a stuck ferment.
