Changing beer lines on insignia dual tap

Removed the top cap but cannot get anything, even a tower wrench, inside draft tower to loosen the shank nuts. Called insignia and the guy literally said the lines never need to be changed so I can’t help you.

Any ideas?

I gather removing the faucet from the shank is Step 1...

There has to be a wrench that will fit otherwise there would have been no way for the factory to install the shank. If you can just jam the internal locknut with a flat head screwdriver and loosen from the outside using the faucet as a handle...
