A double IPA I bottles about a month ago has the perfect head and carbonation when opened at room temp. This goes down considerably on both counts when the bottles are chilled. They were both 12oz and 22oz that I bottled. The 22's are the only ones I seem to have an issue with. Has this happened to anyone else, why?

One thing to consider is letting the bottles age a few days or a week in the refrigerator. The CO2 properties of your beer will vary depending on the temperature of the beer, so since it has good qualities at room temp it likely means you just need to let the CO2 work into the colder beer. I'd say put one 12 and one 22 in the fridge, wait a week and try it again.
