I noticed that many extract w/ specialty grain recipes call for Belgian Candi Sugar. Do you place that in the steeping bag with the grains? Dissolve it in the steeping water? Or add it to the wort?

only used it once may be differ per recipe
 
I add sugar to the boil kettle; regular sugar at the beginning, syrups at the end. I haven't used Candi sugar yet, I'd probably add it near the end, like syrup but a little earlier to make sure it dissolves.
