This would work fine, I think. I would suggest moving the 45-minute Chinook addition to 60 minutes, or possibly try first wort hopping with it since that might mellow the Chinook flavor (you would need to compensate for the IBU loss with more Cascade on the back end). But that's pretty minor.

For more Canadian flavor, you might also consider using Bullion or Bramling Cross hops, since they are Canadian-derived. Possibly also one of the ale yeast strains from the Pacific Northwest, like Wyeast 1272 or WLP051 (Anchor Liberty), or Wyeast 1332 Northwest ale.

It's pretty darn Canadian...hops were all grown here, Canadian water, bought the grain from a Canadian company.
