Calculate volumes of CO2 from Hydrometer?

So my first beer from almost 3 months ago, meaning over 2 months in the bottle, is still kinda flat. It was an Amber Ale Kit from LHBS, OG about 1.054. I think fermentation got stuck at 1.018 or so, and so I bottled a bit too high, which may cause low carbonation? I've done the invert bottles, etc., to limited success. The mouthfeel is still pretty low.

Anyways, I decided to pull out my hydrometer, and in the freshly poured beer, I had a reading of 1.009. After I swirled to get it nice and flat, I had a reading of 1.021. Is it possible to say how much CO2 is in the beers? I've given up on them actually being carbonated anytime soon (if ever), but just more so out of curiosity.
 
No, not using a hydrometer. You would need a dissolved CO2 meter; they are probably relatively expensive.
