Buying bulk sugar brew?

I’m looking to buy 50-100 gallons of sugar brew(like what a lot of breweries use as the base of hard seltzer’s) but not sure where I would buy this from or if anyone even would sell this. I’ve contacted a couple local breweries to no avail so I figured I’d make a post here and see if y’all had any ideas

So why can't you just make your own using sugar of your choice and water?

I could and it looks like that’s what I’ll end up having to do but was just hoping to get around that step because it requires different licensing in my state and I don’t have any experience brewing that quantity of anything

Sorry, I don't get it. You need a different license if you combine sugar and water compared to buying sugar and water already combined?

i must have mis-read, i thought he wanted 50-100 gallons of vodka? lol
