Burner distance from boil kettle

I am building a brew stand and am using 11" propane banjo burners. I have one hooked and ran a test boil last night with 12 gallons of water. It took an hour to get to a boil. the burner is about 4.5" below the bottom of the boil kettle. Is this too far away? should I shorten the distance? Any tips would be appreciated.

I think that is twice the distance away that I would start with. You could shield the sides to lose less heat.
 
Is that low pressure? Looks kinda like it. I think you should move it up at least an inch, but maybe 1.5"-2" would be better. A wind screen will help as well.

Edit: 1 minute too late. LOL.. good advice BW.
