British amber malt

I did a small search and found a couple of places that have it but want $10-11 to ship a couple of pounds.

Yeah, that may be the way it is with any grains.

If you have a local place that sells some amber malt, but not English, I'd use that. Briess Victory Malt isn't a bad sub, though it is a little lighter. It's kind of in between light biscuit and the darker toast of British Amber malts.
 
You can also roast your own amber (and brown) malt from pale malt. I've never done it; just read about it.

I've got the instructions for doing that and will as a last resort instead of paying $15-16 ($11-12 to ship) for a couple of pounds.
 
Walmart sells Crisp Amber Malt? Who would have guessed?

Does Walmart mark it up 3x and pocket the difference? Or is shipping just buried in the product cost?

The seller's charge for mailing 1 pound is over $8, making it cheaper to get 1 pound from Walmart.
I find it hard to believe that you can't ship 1 pound USPS for less than $8-9.
