Looks like I am looking at a 9.1% Double IPA. 1.095 OG

I am wondering how much yeast to use?

I am trying the WYEAST American Ale II Activator pack and am wondering for Big beers like this one, should I use two packs or am I good with just the one?
 
Check out info. on starters. I have been through the same thing. A starter with a step up ot two is the way to go.
 
Also check out Pitching Rate Calculator. It will give you a good idea of how big of a starter you need. I quickly plugged your target OG for a 5.25 gallon batch. Production date set to today and continuous aeration. It recommends a 3.33L starter with one pack. Obviously this will change depending on your batch size, freshness of your yeast and aeration method. But its a good place to start.
