I think "Cheap" and "Stainless Steel" are not very common if at all. Cheap is usually Aluminum pots. Even though they are chaeper, they are excellent pots and lots of people use them to make great beers. Stainless is not required for making beer.

If "Cheap" is what you need, check out the Aluminum "Winware" 10 gal pot sold by Amazon. It is super heavy duty. If you purchase it with a lid you are talking about $60 shipped to your door. You can add all the bling you want to one too if you are into a little DIY.
 
As Foosier said, if money is a constraint, aluminum is a great alternative. I've been brewing in an 8 gallon aluminum tamale pot (with lid) I got from target for less than $30. It has made some great beers!
