My first brew has been in the fermenter for 3 weeks wondering if its safe to bottle tomorrow or should I wait one more week. I really want to do it so bad but read 4 weeks is best.

The standard answer is to use a hydrometer. Take a reading, wait a couple of days and take another reading. If there is no change, its okay to bottle. Unless it is a really big beer, three weeks is generally long enough. But it is a good idea to take a hydrometer reading. You don't want bottle bombs.
