Probably not a stout in itself. SOme people use it as a base as they make an PM stout. I would call Midwest, but it probably regular DME with coloring to make it dark.
 
If you call the vendor, they can tell you what the Lovibond or SRM rating is.

The darkness of a grain is usually gained by roasting or carmelization. Lovibond/SRM is a way of telling you how dark something is. The higher the number the darker it is.

Our own HomeBrewTalkWiki shows a scale for measuring the darkness of a beer.

You could use a LME like you indicated to brew a stout or other dark beer. Color alone does not determine style.
