Beer not flowing.

This is the first time I have kegged.

Background:
My temp is around 38 degrees.
My lines are about 4.5 feet.
I have the perlick flow control faucets.

When I ran cleaner and star san through the line I had no problem.
I force carbonated at 20 psi. Moved it down to 12 psi to serve after a few days.
The first glass I tried to pull filled a quarter of a pint and then nothing. A trickle comes out when ever I try it now.

I checked the dip tube and it was clear.
I cleaned out a second keg and transferred the beer into it making sure to let it settle in case their was sediment that was clogging it.

Any help would be appreciated.
 
Not sure if anybody else has run into this with the newer flow control perlick faucets. I had dry hopped this beer and some of the hop residue had clogged the faucet. I had to remove the faucet and disassemble it in order to get it clean and operational.
