If you're looking for the juicy flavor of those NE IPAs, you're not going to get it with that recipe. You'll need to change the timing of the hop additions a bit. NE IPAs get all their juiciness from post-boil whirlpool additions after the wort has dropped below 180F. In fact, I don't start my whirlpool additions until 170F or below. You don't need that 20 minute addition in the boil, either. With what you have to work with, I'd do the following:

10 MINUTES:
1oz El Dorado
1oz Mosaic

170F WHIRLPOOL for 15-20 minutes:
3oz Mosaic
2oz El Dorado

Normally I would do 4oz total hop in the whirlpool, but since we have no hops left over for dry hopping, this works fine. Although, if you were able to get more hops for dry-hopping that would be great. But at least this will get the juicy flavor you're looking for.
