My neighbor posted these pictures on Facebook a few days ago and asked if anyone knew what it was and she still hasn't found out so I thought I'd put it to the collective wisdom of HBT. Anyone know?

Fancy scupper plug? Jam it in the scupper of a kayak. Flip the top down when you want to keep water out. Flip it up when you water to drain.
