it's basically impossible to over-do it if you are using regular air. i would say at least ten minutes but that is just a guess. you should be able to get equally high levels of oxygen in the wort by rocking the carboy vigorously for 30-45 seconds.
 
I think it depends on the gravity of the beer, but I think 30-60 min is good. I shoot for 45 min with sub 1.060 beers...

I use 60 seconds with pure oxygen. I'm not certain the regulator that goes onto one of the oxygen tanks from HD. It has worked well for me.
