Relatively new extract brewer attempting an ale recipe. For this brew, i used a stir plate for the first time. First day fermentation was great, so much so it blew the airlock out and caused a mess. I then used a blow off tube for about a week, then i racked to secondary.
Brew has been in secondary about two weeks, and still has bubbles on top and what looks like a yeast clump floating on top.

Looking for advice: Should i cold crash for a bit and hope it falls out, simply wait for it to go down on its own, or go ahead and bottle it?

Yeast rafts/bubbles are nothing to be worried about. It's fine, really.

Feel free to cold crash (I do all mine for clearer brews), but don't let a few bubbles on top make you nervous. You are fine to go ahead and bottle.
 
Would like to see another picture. It looks like there is a broken up pellicle on the surface unless it is odd reflections from the glass.
 
If its been 3+ weeks since you first pitched the yeast you are more than likely safe to cold crash and bottle.

To be sure take a hydrometer reading for 3 days and make sure you get the same reading each day.

It's just a reflection. Nothing to worry about OP.
