As long as you are chilling your beer down relatively quickly, then your flameout hops will add virtually no bitterness, meaning that you can use high alpha hops interchangeably with low alpha one.
If you can't get your wort chilled quickly (less than 40 min or so), then I'd suggest dry hopping with your flameout hops. It won't be the same, but the end result will be closer than a poorly chilled beer, which will make all your flameout hops cook away their aroma.
