Last week I brewed a Pale ale. I left 4oz of simcoe on the work bench in the garage. These should have gone into the refrigerator.

The garage has had temperature swings from 90 degrees to 45 degrees everyday.

The hops are still sealed in their original packaging.

Today I am brewing an IPA. Should I use these hops for the 60 minute boil, or save them for dry hopping?

I would use them for bittering. Especially if you have had the extreme temp swings. You want fresh hops for dry hopping

I agree. You're probably fine to use them how you please, but if you're able to I'd try to use them in a 30 min or plus boil. Just for peace of mind.
