Oops. Sorry about that. I guess I just assumed it did. That sort of kills the deal value a bit. Even with shipping, it's ~$1.50/lb cheaper than you pay for the 8 lb tub on Amazon. I may still do it.

there are a few places that sell refills on PBW. Ritebrew seems to be best price these days at 17.49 for 4 pounds.

My LHBS will refill my small 1 lb container of pbw for just a couple bucks... but I have to drive there...and then while I'm there I might as well get a beer. They'll get their profit one way or another.

Amazon 8 lbs PBW is about $5.75 a pound. (two 4 lb pkgs) this looks like the right amount and price point for me.
