So I've got about three 3 foot shoots coming out already, and my question is: is this normal? Is it too soon? I live in Cincinnati, I wasn't prepared for them to come so quickly and now I have to build a hop trellis.

Yup it's normal. Mine are already well on their way. I'm in Indiana just a little more north than you. Honestly, they are taking off a little slower this year due to the cool spring. Also depends on the variety, some take off faster than others. You better get your trellis ready soon. Once they get some length and start tanging up, it's a real pain to seperate them for training onto the strings. And they grow incredibly fast.
