Is there any reason a guy couldn't just dimple the inner tubing every 1/4" or so? Think pinch it 25% or so between a couple 1/4" bolts every 1/4" rotating as you go. Might help.

The problem isn't locking the shaft into the bearing. The bearing has either an eccentric cam (The oval you refer to) or a set screw. The problem is that the pillow block will allow the weight of the MLT to "sag" the bearing inside the pillow block. This will cause your hoop to twist...

No - The bearing rotates as a bearing should. The oval is simply a "Cam" like way of binding the shaft to the bearing. However, the entire bearing is able to rotate in 2 axes inside of the pillow block. Since the hoop is 2" by 1/8" mild steel, I can see that "twisting" load on the hoop causing...

If you're like me and have something line an old cordless phone laying around, you can take the power supply (wall transformer) from that. Look at the transformer label. It'll say something like 9vdc or 12vdc. Either would work with the fan you have there.
