I put the SSR down by the compressor and just ran a 2 wire cable to control it. No room needed in the arduino box.

Why not use an SSR? They can be driven directly from the Arduino if you get one that operates at 3 + volts on the input. I'm using an extra one I had laying around and have no problems. Available for about 5 to 10 bucks.

I would put the breaker in front of the contactor. You want the breaker to protect the SSR and element.

The key switch is more than just bling in my mind, it prevents young (well maybe even older) fingers from turning power on and burning up elements, etc. Many power tools have a key or other method to do this preventing unauthorized use of the tool. John

You should not be able to loosen it from the out side. Nut it from the inside and make sure to remove any paint under the nut.

It looks like the mounting locations are to low (or is it high?) to me. The gap between the SSR and the heat sink looks pretty consistent to me from the photo. Maybe try sanding in that area first then lap it all flat.

I would use caution unless you can verify what those pumps were used for. We used those kind of pumps for ground water that was contaminated with some pretty nasty chemicals and worse.
