Whirlflock keeps my lagers crystal clear. I encourage you to look at some photos of what your wort looks like when using it. First time I used it I about **** myself when I looked at the Carboy.
I still am astonished at how a few weeks can change a beer. My current lager had a sweet taste after 3 weeks lagering, at 4 weeks the taste was incredible.
Give it some time, when I do lagers I generally make a gallon starter and have activity in 12 hours or so. I'm not a calculations guy so I can't say for sure but it would seem that you under pitched. I would give it time.
I'm eating beer bread at this moment that has 12oz of my lager in it. I also cook the hell out of some Wisconsin beer brats simmered in what ever I have on tap.
