    Not really comfortable with that for a cold side application, but if I had no other choice I would recommend cleaning several times with PBW or similar, then 'autoclave' it in an instant pot / pressure cooker.

    Never malted anything myself, but I am 99.9% certain that seed barley still has husks and sprouts just fine. @bracconiere would be the resident expert. Perhaps he will check in.
