Usually the little balls are lead, though I’ve heard of other materials being used. I don’t think it’s enough lead to hurt you, but I for one wouldn’t test it. Also likely many shards of fine glass in there. Not worth $25-$50 bucks in my book.
That’s a pretty wide mill gap. The foundry has a basket for mashing, do you use a bag with it? I BIAB so take that into consideration, but my mill is set to about .325, which gets me fairly close to flour. This could explain your low conversion. Boiling a gallon off of that isn’t going to get...
I’m partial to buying RO or distilled water from the store and building up from there. That said, I brew 2.5 gallon batches and it only takes 4 gallons.

I wholeheartedly agree with what folks are saying here. Take measurements. My 2 cents is to force yourself to go slow on purchases beyond basics. Give yourself some time to see what you really want. Otherwise you will just be buying again and have equipment picking up dust. Good luck in this hobby.
Also consider adding half of the DME with around 10 minutes left in the boil. That lightened up my brews when I did extract.
As for steeping grains, that depends on what other character you want.
Get your western friends to mule it into the country in their luggage if they want some. That’s what gets beer from me as a fellow ME brewer. I’m a stingy jerk with my home brew since I can make so little.
