    If you've grounded the receptacle box and connected the switch box with metal conduit properly you should be grounded.

    I wouldn't use that gauge for spunding, the dial goes up to 150 PSI so you don't have the resolution you need for spunding. You want something that goes up to 30 - 40 PSI and that you can accurately read. Using that dial would be like trying to measure out teaspoons with a gallon jug.

    Anything metal that could possibly be touched needs to be connected to ground, ie your switch box. Do you have pictures?

    Was it like a blue/green? That's corrosion/verdigris. Verdigris is toxic. Enough pbw or acids will do that, could be washing off existing corrosion inside your copper or reacting with the copper itself. You would want to keep cleaning until you don't see anymore discoloration.

    *No personal experience with plate chillers You do need to filter the input to the chiller one way or another. A screen on the diptube, a hop spider, or both. A false bottom wouldn't filter out hop debris.
