Just sanitize the keg as is, but do yourself a favor and remove the liquid tube. Mix up your posts or QD's and that keg will empty everywhere. trust me, you'll only do it once. Use fermcap to keep the krausen down. When it comes time to transfer, replace the liquid dip tube and pressurize to 5...

If you don't like to disassemble the kegs, just make a keg washer using a large submersible pump. By running tuping from the pump to dedicated QD's, you can run solution through the diptubes and also into the main keg body. SEE HERE

How about one valve inline, THEN the manifold? Use tubing clamps if you want to turn individual lines off. One valve controls the rate, and shuts them all down at once....should speed up your operation while keeping things simple.
