    If the lugs are too big to properly secure and make good contact with the wire then you need to get smaller lugs or a larger gauge of wire.     Seriously????? You had a fire in that panel and you don't think replacing the contactor is a good idea? The amount of heat generated at that failure point will weaken the metal and change its property's. You will have another fire, count on it if you don't replace the contactor and the affected...

    You could use a set of stainless rods, space them and when contact is made, turn on a input to your controller. I thought of a mister like in the grocery store for produce, a fine spray of water will knock down the foam.

    I absolutely hate that resistor idea. If it were a good idea you would see it used in industry. It works as a test button only. By doing that you are outside the rated operation of the GFCI and limiting the lifespan as well.

    To answer the 240 or 120-120 per leg, the device when the SSR is off will still have 120 unswitched and 120 floating on the SSR controlled leg. Since you need a circuit (2 or more wires) the SSR is opening the circuit and stopping the flow of current. You could do both legs but its unnecessary...

    Looks OK, you really only need to control one 120v leg of the 240v heater circuit. Might save some money. Just make sure you make your connections secure and not with a cheap crimp tool.

    Nice! You may want to get some split loom tubbing or wire wrap to protect the wires from the door to the wire tray, last thing you want is a wire smashed in the hinge or caught on a relay that pops out when you open the door.

    You only need to control one leg of a 240v 2 wire supply, BUT, if you want to kill power completely for servicing or such, you need a contactor or disconnect. An SCR will still pass voltage even if it's control signal is off.
