No, I haven't been there, but I searched for "kite flying dunes" and stumbled upon the Kitty Hawk Kites website. They apparently sponsor the Rogallo Kite Festival. I initially thought it took place in Kitty Hawk, but checked the site again and found it was Nag's Head.

I cropped most of the sign out of that picture, for obvious reasons, but I figured I'd provide a little hint by leaving the "rt". Looks like it worked! That's Chain of Lakes Park in Titusville, FL. I thought it looked like the Indian River, so I Googled "Indian River drawbridge", and there it was!
