When I bottle carb I try to place it in the warmest part of the house (within reason). Sometimes it just takes time though. I have an imperial stout at 10.9% that has been carbing for 6 weeks and it still isn't there yet.

Unfortunately I have had a few problem beers that have been remedied by buying spring water from the local grocery store. For me it was more of a bandaid flavor...I tried boiling water, filtering it, and even using campden tablets...in the end nothing really tasted as good as the spring water...
